1. When will I receive my bill?
Our office sends bills monthly. Actively enrolled students will receive their billing statement via STARS. Notification will be sent to the student at their WIU e-mail address when each bill is produced and ready to view on STARS. The e-mail will include the account balance and due date. Detail must be viewed on STARS. In January, June and August paper billing statements will be mailed to the home address on file in the Registrar's Office.

2. How do I know what address the Registar's Office has on file for me?
You can access all addresses WIU has on file through STARS on the WEB.

3. How do I establish an additional e-mail address?
Students may establish one additional email address to be used for billing purposes by sending an email to billings@wiu.edu or by submitting a request via the STARS comment screen. The request needs to include name, student ID number and the email address to be added.

4. How can I obtain my account balance?
Students can automatically access account balances by selecting B/R Account Detail on STARS or calling TeleSTARS at 309-298-5000. The information is also available during regular business hours by calling 309-298-1831.

5. I have a credit balance on my account. Can I get a refund?
Send an email to billings@wiu.edu or call 298-1831 to request a refund. The email must include your name and student ID# when asking for the credit to be refunded. If the credit can be released, a refund will be processed. Refunds will be deposted to the bank account designated by the student on STARS Direct Deposit Authorization.

6. Can I have my refund direct deposited?
Students may have their refunds directly deposited by completing the WIU Payments/Refunds section on the Direct Deposit Authorization screen located on STARS.

7. Why is a check disbursement charged to my account?
When we issue students a refund, we must reflect a charge to represent the refund.

8. Why do I still owe when I received a refund?
Federal regulations state that we can only apply Title IV awards (Pell, Perkins, SEOG, Stafford Loan) to tuition, fees, room and board - not miscellaneous charges.

10. Can I charge my books to my student account?
No. Students are not allowed to charge books to their account. The University Bookstore accepts cash, checks, Discover, VISA and MasterCard.

11. I have my own health insurance. Why am I charged for health insurance on my student bill?
All students enrolled for 9 or more hours Spring and Fall or 6 or more hours for Summer are assessed health insurance. You may request that health insurance be waived by submitting a waiver form to the Student Health Insurance Office. The Student Health Insurance Office can be reached at 309.298.1882 or email Student Health Insurance. This form must be approved and on file in the Student Health Insurance Office by the 10th day of Fall and Spring Semesters and the 6th day of Summer Semester.

12. Do I have to pre-pay tuition and fees?
WIU does not require advance payment on new semester charges from new matriculating students or students in good financial standing with the University. This means you have an almost unlimited choice of Payment Methods. However, we recommend that Fall charges be paid by November 1 and Spring charges be paid by April 1, to take advantage of pre-registration for the next term. The only limitations will be:

1. All available and appropriate financial aid, including loans, may first be applied to current semester educational costs, whether billed or unbilled, before any remaining balance is distributed to the student. Financial Aid awards entering the account late will not void the assessment of finance charges.

2. Students will not be permitted to register for the next term if they have an encumbrance or an administrative hold.

3. Any billed amounts unpaid by the specified closing dates will be assessed a monthly finance charge.

4. Official University transcripts will not be issued to persons with financial and/or administrative obligations.

13. I did not receive my bill. Do I have to pay the finance charges?
Yes. Failure to receive or view a bill is not a valid reason to void finance charges or payment of the account. It is the student's responsibility to notify the appropriate office of address or e-mail corrections.

15. My financial aid is not showing on my account. What should I do?

16. I withdrew from a class, but I did not receive a credit on my bill. Why?
Students enrolled in any combination of sessions, either on-campus and/or extension, must drop from the desired class within that session's 100% refund/credit period to avoid assessment of tuition and mandatory fee charges. Students will be assessed full tuition and fees in accordance with the University's tuition and fee schedule for classes dropped after the 100% refund/credit period.

20. What are University fees and why do I have to pay them?
University fees are mandatory fees charged to all students taking classes at WIU. Fees at the Macomb campus include bond revenue, activity fee, athletic fee, computer lab fee, health center fee, newspaper fee and transit fee. Fees at WIU-Quad Cities include activity fee, computer fee, publication fee, talent grant fee and transit fee.
