- Integration of a broad array of advanced information, communication resources, and networking opportunities into instructional and training settings organized and developed by the Institute.
- Delivery of education and training programs by means of the advanced technological capabilities of Western Illinois University's College of Education and Human Services, including satellite and CODEC-based broadcasts, Internet instruction, virtual learning classrooms, online training modules, two-way interactive training, video streaming, and archived retrievable resources.
- Creation of partnerships and collaborative relationships with educational institutions, government agencies, and private industry that are consistent with the goals and objectives of the Institute.
- Dissemination of scholarly research on criminal justice issues in the areas of human rights, law enforcement, jurisprudence, corrections, security, social inequality, conflict resolution, advanced technology, and environmental abuses.
- Sponsorship of continuing professional education congresses to address topics of current interest to the criminal justice community consistent with the mission of the Institute.
