Robert Hall earned his Ph D. in Educational Leadership from the University of Iowa. His undergraduate degree from Northwest Missouri State University was in secondary education with a major in mathematics and a minor in physics. Dr. Hall received his master’s degree in mathematics education from the University of Iowa. Prior to coming to WIU, Dr. Hall served as a high school mathematics teacher, school business manager, and computer curriculum coordinator.
Dr. Hall joined the Department of Educational Leadership at Western Illinois University in 1986. His responsibilities included teaching courses in leadership, school finance, educational planning, school community relations, curriculum planning and school business management. In recognition of his teaching, research, and service, Dr. Hall received seven faculty excellence awards and was named College of Education Teacher of the Year in 1991. In 2002, Dr. Hall received the Service Award from the College of Education and Human Services. In 2004, Dr. Hall was appointed as the Chair of Educational Leadership
In 1999, Dr. Hall, in collaboration with Dr. Max Pierson, developed the Alternative Certification Initiative (ACI) program for Superintendent certification. The ACI program is the only alternative route to superintendent certification in the state.
Dr. Hall has made presentations at a variety of national conferences including NCPEA, AASA, and NREA and NSBA. His publications include articles on administrative salaries, educational governance in Illinois, school finance, consolidation, and mandatory school board training. As a research associate with the Illinois Institute for Rural Affairs, Dr. Hall authored several Rural Research Reports on educational issues facing school districts in the state of Illinois. Dr. Hall currently is a member of the editorial board of the Journal of Women Administrators.
