Ms. Noel joined the United States Army Reserve on 28 September 1992. She later enlisted in U.S. Army as an active duty enlisted Soldier on 2 February 2003, and has been an active enlisted Soldier until she was honorably discharged on 17 April 2009. She completed both Basic Training and Advanced Individual Training during the summer of 1993 at Fort Jackson, SC.
As a Human Resources Manager, Ms. Noel has been assigned as a Records Specialist, Personnel Information Specialist, Central Processing Facility Clerk, Personnel Services Clerk, Evaluations Supervisor, ID Cards Supervisor, Education Noncommissioned Officer for the Army Substance Abuse Program and Human Resources Manager Noncommissioned Officer in Charge at brigade, division, and post levels. She has completed two tours in Germany (C Detachment, 510th Personnel Support Battalion {PSB}, Stuttgart Germany and HQ/A, 510th PSB, in Mannheim Germany), three years at Ft Campbell, KY (101st Soldier Support Battalion), and 6 years at Fort Bliss TX (USA Garrison; 4th Brigade Combat Team {BCT}, 1st Calvary Division; and 4th BCT, 1st Armor Division). She is currently the Human Resources Administrator for the Military Science Department of WIU, Army ROTC Program.
Her awards and decorations include the Army Commendation Medal (2), Army Achievement Medal (5), Army Good conduct Medal (5), National Defense Service Medal (2), Global War on Terrorism Service Medal (1), Noncommissioned Officer Proficiency Development Ribbon (2), Army Service Ribbon (1), and Overseas Service Ribbon (2).
Ms. Noel has two daughters.
