Grandfathered Language/New Procedures
for Fall ‘07
2007-11 Contract
(in the contract and/or by mutual agreement)
All language in the contract shall go into effect upon
ratification and board approval (retroactive to the beginning of Fall semester)
with the exception of the following items that will be grandfathered in as
noted below:
Promotion: 4th & 5th Year
An employee may apply for promotion to Associate
Professor in her or his fourth or fifth year of full-time service at the University
at the rank of Assistant Professor if hired before September 1, 2007.
Faculty hired after September 1, 2007 shall apply for promotion to Associate
Professor in the same year that she/he applies for tenure.
Promotion: Evaluation Period
Promotion:
the evaluation period for promotion will include the employee's entire
record since the initial hiring date or since the year before the effective
date of the last promotion, whichever is later. Beginning September 1, 2008, and through the
end of this contract, the evaluation period for promotion (to both Associate
Professor and Full Professor) will include the employee's entire record since
the initial hiring date.
Professional
Achievement Awards
The former PAA system per the UPI/WIU Agreement 2001-2007 will remain in effect through the 2007-2008 evaluation year for those eligible to apply under the former PAA system in 2007-2008 (“Cycle C”), and in effect through the 2008-2009 evaluation year for those eligible to apply under the former PAA system in 2008-2009 (“Cycle D”). Those faculty falling in Cycles C and D under the former PAA system will be allowed to apply for PAA per the timelines and procedures under that former system.
The new Department PAA Activities documents per the UPI/WIU Agreement 2007-2011 as approved shall become effective September 1, 2007, and all faculty members may submit PAA Annual Points Record forms on or around September 1, 2008.
Faculty in Cycle A (who could have applied for a PAA in
September, 2009) may submit their activities conducted from 2005-07 in the
Scholarly/Professional Activities Area on the
PAA Annual Points Record form on or around September 1, 2008. Faculty in Cycle B (who could have applied
for a PAA in September, 2010) may submit their activities conducted from
2006-07 in the Scholarly/Professional Activities Area on the PAA Annual Points
Record form on or around September 1, 2008.
Bringing in
Years of Service
Faculty hired before September 1, 2007 will fall
under the old contract with regard to bringing in prior years of service. Faculty hired after September 1, 2007 will
fall under the new language requiring “full time tenure-track service at
another university” (see 20.9.6.1. and 20.10.7.1).
Thesis Payment
Faculty
currently advising a Thesis will be paid the $500 stipend, if the thesis is
completed, up until December 21, 2007.
Any thesis completed after December 21, 2007 will be compensated through
the PAA points system.
Overload between 18-22 ACEs
Faculty
who work between 18-22 ACEs will have the option of
taking the stipend ($1000 per ACE) or accepting PAA points (not both) for the 2007-08
academic year. This applies only to
faculty in colleges wherein a chair or dean made a prior commitment to pay the
stipend before the course or primary duty was assigned. Effective the first day of the Fall semester,
2008, no overload stipend will be paid unless a faculty member is assigned over
22 ACEs (see 29.8).
Outside Employment
Commencing
with first day of Spring semester, 2008, all employees who desire to have
employment outside the university, to include teaching outside the university,
must have submitted a request to their department chair asking for approval to
engage in outside employment (see 18.17, 32.3).
Department Criteria
Old
Department Criteria shall remain in effect for this academic year. The new criteria will go into effect in Fall,
2008.
Department Workload Equivalents
Old
DWEs will remain in effect this academic year to
include such things as ACEs for Advising,
Internships, Pre-student Teaching, Teaching Certification Portfolio evaluation,
and Program Accreditation.
New items to
go into effect this year, 2007-08:
College Personnel Committees
College Personnel Committees are to be established this year and fulfill the duties assigned to them in the contract. There should be no inherent difficulty with CPCs evaluating portfolios under the old contractual language.
Appeals to Dean
Faculty may appeal negative decisions to deans this coming academic year, 2007-08.
