Professor Noppe is a graduate of St. Ambrose College (B.A. 1968) Western Illinois University (M.S. 1975, Ed.S. 1979) and Illinois State University (Ed.D. 2001). He is certified as a school administrator and holds endorsements as a Superintendent and Chief School Business Official. Professor Noppe served as a school administrator for 26 years. He served as superintendent for 16 years in addition to one year as an interim superintendent. He successfully completed an Illinois School Construction Grant for a new school building.
Professor Noppe is a member of the Illinois Association of School Administrators (IASA), the American Association of School Administrators (AASA), the Illinois Association of School Business Officials (IASBO) and the Horace Mann League (HML). He has served as a member several organizations including the Blackhawk Area Special Education District Advisory Council (BHASED) for 15 years and was Chair for two years. For six years he was Chair of the Rock River Cooperative Alternative School Superintendents Board of Directors. He was a member of the Illinois Quad City Chamber of Commerce School-to-Work Team for two years and was the local Blackhawk Division of IASA Membership Chair for four years. Dr. Noppe was the Blackhawk Division of IASA Superintendent of the Year for 2004-2005.
Professor currently serves on the EDL Department Curriculum Committee and is a member of the National Council of Professors of Educational Administration (NCPEA). His research interests include school finance, school district consolidation, and distributed leadership.
Since joining the EDL Department at WIU he has presented at AASA, IASA, and NCPEA on topics ranging from Illinois pension solutions to school district consolidation.
