This video describes and illustrates the three child outcomes adopted by the Office of Special Education Programs (OSEP) and reported on by all state early intervention (Part C) and preschool special education (Part B/619) programs as part of their Annual Performance Report (APR).

EI - A Guide for Families 

Do you wonder if your child’s development is on target for her age? Most delays are nothing to worry about, but in some young children, delays can signal a special need. This guide is written for families with questions about their infant or toddler’s development.

Natural Environments

Early Intervention services are authorized through Part C of the  Individual with Disabilities Education Act  (IDEA) . Services are to be provided in "natural environments," which are defined as "settings that are natural or normal for the child's same age peers who have no disabilities." Examples of natural environments include, but are not limited to the home, child care centers, parks, shopping areas, and other community locations. The Early Intervention Provider Handbook contains information about natural environments.

The Illinois Early Intervention Clearinghouse has resources relating to Natural Environments.

The Illinois Early Intervention Training Program has resources relating to Natural Environments.

The National Early Childhood Technical Assistance Center (NECTAC) has a section devoted laws, regulations, principles, and practices regarding Natural Environments.
