Board Approves Residence Hall Improvements, Collective Bargaining Agreements

The Western Illinois University Board of Trustees approved contracts for improvements to residence hall elevators and sprinkler systems and collective bargaining agreements with two employee units at the Board’s Nov. 10 meeting.

Bids for the upgrade of elevators in Bayliss and Henninger residence halls were awarded to Housewright Contracting, LaHarpe, general contractor, $978,412; Roy Keith Electric Co., Trivoli, electrical, $19,775; and Johnson Contracting Co., Inc., East Moline, ventilation, $12,500. Each building has two elevators and all four elevators will be replaced. The work is expected to begin during the Spring 2007 semester and be completed prior to the start of Fall 2007 classes.

Contracts for installation of sprinklers in the Corbin and Olson Hall complex were awarded to Laverdiere Construction, Macomb, general contractor, $152,845; Foster-Jacob Inc., Peoria, electrical contractor, $79,460; Johnson Contracting Co., Inc., East Moline, plumbing contractor, $29,088; and McDaniel Fire Systems, Peoria, sprinkler fitter contractor, $739,800. Fire sprinkler systems are required to be installed in residence halls by 2013 to comply with the National Fire Protection Association 13 Standards.

Protection will be provided in student rooms, offices, hallways, common areas, mechanical areas, storage rooms and kitchen areas. The new system will be integrated with the existing fire alarm system and will include new fire pumps and an electrical substation. The work in Olson Hall will begin this fall and should be essentially completed at the conclusion of the Spring 2007 semester. Some preliminary work will be done in Corbin Hall during the fall and early spring with the major improvements scheduled to be completed after the conclusion of the Spring 2007 semester and prior to the start of Fall 2007 semester.

Collective bargaining agreements with the Illinois Fraternal Order of Police (FOP) Labor Council, representing approximately 21 employees, and the American Federation of State, County and Municipal Employees (AFSCME) Local 417, representing approximately 157 employees, were approved by the Board.

The FOP agreement provides a one year wage increase base adjustment of 4.5 percent. The AFSME agreement is for a four year period with a first year 4.5 percent base increase in wages and reopeners for wage discussions in the following three years.

The Board also heard first reading on a proposed change in bylaw and regulations to change employee holiday benefits from Lincoln’s Birthday to President’s Day effective for the 2010-2011 academic calendar year.
