Continuous Improvement in Higher Education
Leadership and Administration

 Overview

In order to enhance the educational opportunities that they provide, Western Illinois University, Universidad Mayor de San Andrés, and Universidad Autónoma Gabriel René Moreno have entered into a partnership.

This partnership is sponsored by the United States Agency for International Development and the Association Liaison Office.

The project was based on the proposal "Continuous Improvement in Higher Education Leadership and Administration."

Administrators and faculty from the College of Business and Technology at Western Illinois University will assist their partner institutions in developing processes of continuous improvement to enhance three key areas identified by their partners.


These areas are: Administrative Issues, Planning and Skills Enhancement, Curriculum and Program Enhancement, and Continuing Education Programs. The project will culminate with the development of plans for future cooperation between the partners and efforts to expand the benefits of the project to other Bolivian universities.

Administrators and faculty from all three institutions will make several trips to each other's campuses to exchange information; to give presentations; and to attend presentations.

The project outcomes are as follows:

Preliminary Phase:

Information exchanged between partners on the general nature of their institutions and the challenges they face. Working relationships between project managers created.

All partners become familiar with planning, budgeting, and management in other institutions. Partners prepared for discussion on these issues in next project phase.


Administrative Issues, Planning, and Skills Enhancement:
Key personnel attend the ALO Synergy Conference in Washington D.C. to learn various aspects of ALO projects.

Bolivian representatives learn WIU processes and become prepared to discuss what the topics of future seminars and/or short courses on planning and budgeting processes should be.

The seminars and short courses on planning, budgeting, and management will be developed. Seminars and short courses on planning, budgeting, and management will be conducted.

Curriculum and Program Enhancement:

Information on curriculum and programs will be exchanged. Prepared to gather information on business needs with regard to courses, course content, and degrees.

WIU representatives will understand current practices in Bolivian partners with regard to curriculum analysis, quality assurance, and faculty enhancement.

Bolivian universities will know what business needs are with regard to courses, course content, and degrees.

Partners will understand processes and problems related to curriculum development, course development and improvement, different methods of course delivery, and assessment of learning in partner institutions.

Bolivian representatives will learn WIU practices with regard to curriculum, quality assurance, and enhancement.

Continuing Education:

Bolivian universities will learn WIU practices for developing and delivering successful continuing education programs.

Bolivian institutions will work with businesses to determine continuing education needs of their constituents.

Ideas developed so far will be shared, critiqued, and revised with the assistance of WIU faculty and administrators.

Bolivian universities will have an initial series of continuing education programs they have developed for potential presentation.


Plans for Future Cooperation:

Ideas for further cooperative arrangements between the institutional partners will be developed.

Final meeting to review all activities, determine successes, and develop recommendations for future topics.

Meeting to develop a series of activities that will sustain the collaboration between the three partners.

Plans to extend the benefits of the project to other Bolivian universities will be developed.
