The Training, Internships, Exchanges and Scholarships (TIES) initiative is an important component of the Partnership for Prosperity, which is a public-private alliance that focuses on promoting economic growth and higher living standards. TIES higher education partnerships consist of fully collaborative relationships between Mexican and U.S. higher education institutions and their public and private sector partners on both sides of the border. TIES enhances the capacity of higher education institutions of both nations to examine mutual development opportunities and challenges, work in strategic alliances to develop appropriate plans and solutions, and assist Mexico in benefiting more broadly from the North American Free Trade Agreement (NAFTA).

TIES supports the implementation of USAID/Mexico’s 2003-2008 strategy, which encompasses a college and university partnership component, which this RFA addresses, and a scholarship component for individual Mexicans at the community college level. “TIES Partnerships in Higher Education for International Development” focuses on establishing institutional partnerships between U.S. and Mexican colleges and universities in support of the Partnership for Prosperity and NAFTA opportunities.

Fifty-five higher education partnerships were awarded under TIES funding in Phases I and II of the initiative. The partners for the Capacity Building in Southern Mexico program are Western Illinois University, Universidad Autónoma de Querétaro, and Universidad Tecnológica de la Selva.

With over 13,000 students, Western Illinois University is the optimal size to provide state-of-the-art educational facilities and up-to-date curriculums with a focus on learning. The university was established in 1899 and now offers 47 undergraduate degree programs and 35 graduate programs. The university employs 665 faculty members, and the student/faculty ratio is 15:1. The average undergraduate class enrolls 25 students.

Universidad Autónoma de Querétaro is dedicated to achieving the highest academic quality in its teaching, research, continuing education, and service. With an enrollment of approximately 9,400 students, the Universidad offers 85 degree programs, which includes 21 master’s degrees and three doctorates.

Universidad Tecnológica de la Selva is a public technological university that is part of a federal government program. It brings a technological education to different states in order to promote local development according to local needs and resources.
