Carter Retirement Reception Set for Aug. 22

MACOMB, IL — A retirement reception honoring Richard Carter, executive director of Western Illinois University's School of Distance Learning, International Studies and Outreach, will be held 3–5 p.m. Monday, Aug. 22, in the University Union Lamoine Room.

Remarks by President Jack Thomas and Interim Provost and Academic Vice President Kathleen Neumann will begin at 3:30 p.m.

This month, Carter will retire after 27 years of service to WIU. He joined the engineering technology faculty in 1989 and was named director of non-traditional programs in 1999. In 2010, Carter began his post as the director of the School of Distance Learning, International Studies and Outreach, which was renamed that year to better reflect its commitment to distance education and its services to nontraditional students.

Also in 2010, Carter was awarded the Council of College and Military Educators (CCME) William E. Kennedy Award. The award is presented annually to an employee of an institution offering education programs at military installations.

"Dr. Carter has been a key member of WIU's administration for many years, and he will be greatly missed," said WIU President Jack Thomas. "His diligence and commitment led to the increase of Western's internationalization efforts through partnerships with nearly 90 foreign universities, expanded the Bachelor of General Studies (BGS) degree program and other University outreach initiatives and helped to increase our international student enrollment to more than 500 students in 2016. We appreciate his many years of dedication to Western Illinois University."

Carter's wife, Angie, has been employed at Western since 2003.

Carter earned his Ph.D. in educational administration, his M.S. in industrial technology and his B.S. in industrial education from Purdue University.
