BOT Approves FY19 Budget Recommendations

MACOMB, IL -- The Western Illinois University Board of Trustees approved the Fiscal Year 2019 operating budget and capital budget recommendations, which will be presented to the Illinois Board of Higher Education, the General Assembly and Gov. Bruce Rauner, as well as the FY17 All-Funds Budget at its Sept. 29 Board meeting on the Macomb campus.

The Board approved a recommended FY19 operating budget increase of $15.6 million. Western's current FY18 appropriated budget is $127.5 million. The proposed budget includes $2.4 million to support salary and cost increases, $5.1 million for restoration of budget reduction, $4 million for deferred maintenance, $2 million for student financial aid, $1.6 million for the operation of the Quad Cities Riverfront Campus and $500,000 for STEM.

The Board also approved the Fiscal Year 2018 All-Funds Budget. This budget assumes a state appropriation of $46.3 million for FY18. The University's total operating budget for FY18 is $235.3 million.

The Board approved the FY19 capital budget request of $358 million. The capital request includes the WIU-Macomb Science Building (Phase I and II), $92.5 and $60 million, respectively; renovation of Tillman Hall, $30.3 million; WIU-QC Phase III, $39.1 million; WIU-Macomb Education Building, $84.8 million; and Stipes Hall renovation, $50.9 million. In addition, $15.6 million in capital renewal funds was approved for critical deferred maintenance needs.

The Board also voted to approve to use local funds for the motor coach charter services with Burlington Trailways for WIU Athletics for 2017-2019 ($775,000), with an option to renew for 2019-2021 and local and Foundation funds for the construction of the Arthur and Roslyn Chown Golf Learning Center at the WIU Harry Mussatto Golf Course ($865,889 total). The general contract for the project was awarded to Laverdiere Construction of Macomb ($592,400).

The next meeting of the WIU Board of Trustees will be held Dec. 14-15 on the WIU-Macomb campus.
