BOT Approves FY20 Budget Recommendations

MACOMB, IL -- The Western Illinois University Board of Trustees approved the Fiscal Year 2020 operating budget and capital budget recommendations, which will be presented to the Illinois Board of Higher Education, the General Assembly and Gov. Bruce Rauner, as well as the FY19 All-Funds Budget at its Sept. 28 Board meeting on the Macomb campus.

The Board approved a recommended FY20 operating budget increase of $17.25 million. Western's current FY19 appropriated budget is $47.2 million. The proposed budget includes $2.5 million to support salary and cost increases, $5.65 million for restoration of budget reduction, $5 million for deferred maintenance, $2 million for student financial aid, $1.6 million for the operation of the Quad Cities Riverfront Campus and $500,000 for STEM.

The Board also approved the Fiscal Year 2019 All-Funds Budget. This budget assumes a state appropriation of $47.2 million for FY19. The University's total operating budget for FY19 is $231.3 million.

The Board approved the FY19 capital budget request of $368.6 million. The capital request includes the WIU-Macomb Science Building (Phase I and II), $94.5 and $61.9 million, respectively; renovation of Tillman Hall, $31 million; Stipes Hall renovation, $52 million; WIU-Macomb Education Building, $86.7 million; and WIU-QC Phase III, $42.5 million. In addition, $17 million in capital renewal funds was approved for critical deferred maintenance needs.

The Board also approved the continuance of University Marketing's digital marketing contract with MediaLink of Rock Island (IL). The current contract allows for seven one-year renewal options. In addition, the Board voted to approve the collective bargaining agreement with the American Federal of State, County and Municipal Employees, Council 31, AFL-CIO, Local No. 417, which was ratified Sept. 11. Western's Local No. 417 represents 105 employees.

The next meeting of the WIU Board of Trustees will be held Dec. 13-14 on the WIU-Macomb campus.
