BOT Recommends FY'12 Budget

MACOMB, IL -- The Western Illinois University Board of Trustees recommended the Fiscal Year 2012 operating budget increase of $13.2 million at its Sept. 24 meeting in Macomb.
Western's current FY11 appropriated budget is $123.9 million. The proposed FY'12 budget includes an additional $3.8 million to support salary and cost increases; $1.5 million for deferred maintenance; $4.5 million for the operation and maintenance of the Quad Cities campus; $1 million for student financial aid; $750,000 for the healthcare professional education program; and $750,000 for the Bachelor of Science in Engineering program.
In addition, the board recommended a Fisal Year 2012 capital budget request of $128 million to support campus utility infrastructure; WIU-QC Riverfront Campus Building 3; life safety and accessibility improvements; and planning for a WIU-Macomb Science Complex and for a WIU-Macomb Visual Arts Center. In addition, $8.8 million in capital renewal funds was recommended for critical deferred maintenance needs. The Board also confirmed the FY'11 all-funds budget, which must be prepared for the Illinois Board of Higher Education, the Illinois State Legislature and the governor.
Collective bargaining agreements with American Federation of State, County and Municipal Employees (AFSCME) Local 417 and the Pipe Trade District Council 34 were approved by Western's board. The AFSCME agreement will result in base salary increases of 1 percent in FY'12, 2.5 percent in FY'13, 3.5 percent in FY'14 and 4 percent in FY'15. The AFSCME agreed to no increase for FY'11. Employees represented by Pipe Trade District Council 34 will receive the prevailing wage rates certified by the Illinois Department of Labor for McDonough County during the three-year term of the agreement.

Replacement of furniture in Corbin, Olson, Lincoln and Washington Halls - Southwest Contract of Temple, TX, $2.5 million;
Natural gas - ProLiance Energy of Highland, IL, $1.3 million;
Steam line replacements – General contractor, Leander Construction of Canton, IL, $1.8 million; mechanical contractor, Illinois Piping Corp of Peoria, $810,614; electrical contractor, Quick Electrical Inc., $86,100; ventilation contractor, Seither & Cherry Co. of Keokuk, IA, $27,602; and plumbing contractor, Johnson Contracting Co. of East Moline, IL, $23,363;
Corbin-Olson halls renovations – General contractor, Williams Brothers Construction of Peoria, IL, $10.5 million; heating contractor, Ryan & Associates of Davenport, IA, $4.3 million; electrical contractor, Russell Electrical Ltd. of Bettendorf, IA, $3.3 million; ventilation contractor, Frank Millard & Co. of Burlington, IA, $1.2 million; plumbing contractor, Ryan & Associates of Davenport, IA, $1.4 million; and asbestos abatement, Freeman Environmental Services, Inc. of Herrin, IL, $418,000; and
Coal - ICG Illinois, LLC, $600,000.
The board also heard the annual strategic plan update, the annual technology strategic plan update, the facility assessment report and a presidential search update.
