Carter Honored for Service

MACOMB, IL -- Richard Carter, executive director of the Western Illinois University School of Distance Learning, International Studies, and Outreach, was recently honored by the Illinois Council on Continuing Higher Education (ICCHE) for his service to the organization.
Carter received ICCHE's Past President's Service Award at ICCHE's annual meeting held earlier this month in Chicago. According to ICCHE, which is a collaborative organization comprised of Illinois private colleges and universities, community colleges and public universities, the Past President's Service Award is given to an individual who (or an organization that) has provided extended and exemplary service to ICCHE and the state of Illinois.
Throughout the years, Carter has been an active member of the organization, attending meetings on a regular basis, presenting on numerous topics, serving on the annual conference planning committee and currently serving as a member of the ICCHE Executive Board. In addition to serving as past president, he has served as the representative of public four-year institutions in Illinois and has been the group's secretary and vice president.
"The many members of ICCHE are extremely dedicated and hardworking individuals. It is truly an honor to be recognized by my peers," Carter said. "While we each come from different institutions, we all work as a team to provide the best educational opportunities for students throughout Illinois."
Carter, who came to Western in 1989, was named the executive director of the School of Distance Learning, International Studies and Outreach in 2010. He had served as director of nontraditional programs at WIU since July 1999. Previously, he was an associate professor in Western's engineering technology department.
