UPI/WIU Agreement 2004-2007

Additional Compensation, Distance Education, Parking, and Sick Leave Bank
Articles 9, 15, 19, 27, 29, 41, and 43

Article 9: Facilities and Equipment

9.4 Parking

During the term of this 2004-2007 WIU/UPI Agreement, the Union agrees to accept the University's operating and regulatory policies governing parking as they exist at the time of ratification of this Agreement. Any subsequent modifications to these policies may be adopted through a Memorandum of Understanding between the University and the Union. The University and Union also agree that parking permits for Union employees at the Macomb campus and the Quad Cities campus be increased by not more than 40 percent of the current fees. The cost for Union employees' parking permits for the FY2005 fiscal year and all subsequent years for the Quad Cities campus shall be at the identical rate set for the Macomb campus. For those Union employees at the Quad Cities who elect not to purchase a yearly parking permit, the University will provide access to an alternate parking lot, and a shuttle bus to and from the said lot operating Monday through Thursday during the hours of noon to 9:30 p.m. when school is in session. Western Illinois University parking permits will be valid at both the Macomb and Quad Cities campuses.

 

Article 15: Duration

The terms of Article 29.11 of this WIU/UPI Agreement 2004-2007 shall be effective July 1, 2004. The terms of all other Articles, except 29.11, of this Agreement shall be effective August 23, 2004.

In the event that the Board and the Union have not had the opportunity to execute this Agreement by the aforementioned dates, the terms of the WIU/UPI Agreement 2001-2007 shall be in effect until such time that the Board and Union have executed this Agreement. Upon such execution, the terms of this Agreement will be fulfilled retroactively to the aforementioned effective dates.

Upon execution of this Agreement by the Board and the Union, the terms specified within all Articles of WIU/UPI Agreement 2001-2007 not otherwise addressed in this Agreement, shall continue to remain in effect through August 31, 2007.

 

Article 19: Distance Education

19.2. Assignment of Distance Education Duties, Training, Support , and Ownership

The following considerations apply to all distance education delivery methods:

a. Only those faculty who volunteer to design or teach a distance education course will be assigned to do so by the Department Chair in consultation with the faculty member.

b. No faculty member shall teach a distance education course using technology with which they are unfamiliar without the opportunity to be trained in the effective use of those technologies prior to the actual teaching of the course.

c. The faculty member shall be assigned to teach a distance education course using new technologies at least one semester prior to the actual teaching of the course to allow adequate opportunity to prepare materials required for those technologies.

d. Faculty members who teach a distance education course will receive necessary instructional, logistical, and technical support and assured use of appropriate equipment in good working order.

e. The departmental criteria for retention, promotion, tenure, PAAs, and special funding for projects should accord positive recognition for the development and teaching of distance courses assigned by the department chair.

f. Ownership, control, and use of the materials developed for web-based courses will be consistent with the University's Policy Statement on Intellectual Property as it exists at the time of ratification of this Agreement.

 

19.4. Workload

a. Pursuant to Article 19.2.a, a faculty member assigned to develop a distance education course, which requires substantial time and effort to learn new technologies and to develop or adapt materials, will be given appropriate ACEs as follows :

(1) When necessary, faculty will be expected to attend a workshop or a technical assistance session before teaching a distance education course.

(2) A faculty member developing a CODEC course in-load shall receive two ACEs for initial compilation of materials, such as a workbook to support the class consisting of handouts, assignments, and supplemental materials.

(3) A faculty member who chooses in concert with his/her Department Chair to initially develop a web based class will have his or her choice of one of the following options:

(Option A) Developing the class in-load at the rate of one ACE for each semester-hour. Faculty developing a 1-semester-hour web based course will be awarded 1 ACE, those developing a 2-semester-hour web based course will be awarded 2 ACEs, those developing a 3-semester-hour web based course will be awarded 3 ACEs, and those developing a 4-semester-hour web based course will be awarded 4 ACEs. A faculty member opting to develop a web based course in-load will do so with the further guarantee of release from teaching a course of the same number of semester hours during the semester of course development, or during a semester mutually agreed upon by the faculty member and Department Chair at the time that the course is assigned.

or

(Option B) Developing the class outside their ordinary load at the compensation rate for Distance Education courses specified in Article 29.11.

b. Enrollment and Teaching ACEs

(1) Total enrollment for all sites for CODEC delivered classes, including the on-campus site, will be capped at previously established enrollment levels for the equivalent on-campus course.

Total enrollments for web-based courses will be capped at 35 students for 100- and 200-level courses; at 30 students for 300- and 400-level courses; and at 25 students for 500- and 600-level courses. In each case, the faculty member will have the option of admitting up to 5 additional students at her or his discretion.

(2) When a course is delivered via CODEC, and when there is continuous interaction among sites, a workload adjustment will be made for any site with six or more students. For a three semester hour course with up to three off-campus sites, .25 additional ACEs per off-campus site shall be awarded. For four (4) to six (6) off-campus sites, 1.0 additional ACE shall be awarded for a three semester hour course.

(3) An exception to 19.4.b.(2) is when grading and evaluation support is provided so that there is no additional effort required by the faculty member, or the grading/evaluation instruments themselves do not require substantial effort from the faculty member, in which case no additional ACEs will be assigned.

(4) A faculty member volunteering to teach a web based course in concert with his/her Department Chair will have a choice of one of the following options:

(Option A) Teaching the class in-load at the rate of one ACE for each semester-hour. Faculty teaching a 1-semester-hour web based course will be awarded 1 ACE, those teaching a 2-semester-hour web based course will be awarded 2 ACEs, those teaching a 3-semester-hour web based course will be awarded 3 ACEs, and those teaching a 4-semester-hour web based course will be awarded 4 ACEs. A faculty member opting to teach a web based course in-load will do so with the further guarantee of release from teaching a course of the same number of semester hours during the semester that the course is taught.

or

(Option B) Teaching the class outside their ordinary load at the compensation rate for overload.

(5) Web based courses taught outside the regular academic year (after spring and before fall semester) will be paid at the summer rate.

 

19.7. Combining Courses

A regularly scheduled on-campus class with sufficient enrollment will not be canceled for the purpose of transferring or directing students into a similar distance education class.

Article 27: Compensable Fringe Benefits

Article 27.7. Sick Leave

27.7.j. Sick Leave Bank

An employee choosing to participate in the University's Sick Leave Bank may draw additional sick leave days under the terms and conditions of the University's Sick Leave Bank Policy as it exists at the time of ratification of this Agreement.

A UPI-appointed representative will be a member of the committee established to administer the program.

 

Article 29: Additional Compensation

29.8. Overload

An employee who is assigned duties in excess of the maximum of the relevant academic credit equivalents (ACEs) specified in Section 17.2 shall be compensated for excess ACEs at the rate of $1000 per ACE.

 

29.9. Extension Teaching Compensation

a. In addition to salary for teaching a course, employees shall receive a stipend for commuting to teach at sites distant from their campus site. For each trip taken to fulfill the instructional requirements of the class, the travel stipend will be set at 25 cents per every mile of travel distance, to and from the teaching sites, per semester. The point of origin for determining distance will be the faculty member's assigned home campus.

b. Travel reimbursement will also be paid, at regular and established rates according to university regulations, to faculty teaching off-campus for meals, pre-approved use of personal car or commercial transportation, and other legitimate and pre-approved travel expenses.

 

29.10. Thesis Supervision

An employee who is a thesis supervisor will be paid $500 for each thesis completed for a graduate program or for the undergraduate Illinois Centennial Honors College.

 

29.11. Compensation for Developing Distance Education Courses

Those faculty who choose in concert with their Department Chairs to develop a 3-semester-hour or 4-semester-hour web based course outside their ordinary work load, as allowed in Article 19.4, will be compensated at the rate of $5000 for initial development of the course. Those faculty who choose in concert with their Department Chairs to develop a 1-semester-hour or 2-semester-hour web based course outside their ordinary work load will be compensated at the rate of $2500 for initial development of the course.

Subsequent major revision to a web course, outside a faculty member's ordinary work load, will be compensated at the rate of $2500 for a 3-semester-hour or 4-semester-hour course. Subsequent major revision to a web course, outside a faculty member's ordinary work load, will be compensated at the rate of $1250 for a 1-semester-hour or 2-semester-hour course. The faculty member, in consultation with the Department Chair, will determine when a subsequent major revision is warranted, in conformity with the University Intellectual Property Policy (in effect at the time of ratification of this Agreement) and guidelines set forth by the Distance Education Committee (Article 19.3).

Those faculty who choose in concert with their Department Chairs to develop any non-web based Distance Education course outside their ordinary work load, will be compensated at the overload rate established in Article 29.8.

 

29.12. Summer Session Compensation

a. A summer session assignment shall be compensated on the basis of the employee's monthly salary for May of the immediately preceding academic year.

b. An employee shall receive one month's salary for each assignment of three (or four) academic credit equivalents (ACEs). One ACE in the summer is compensated at one-third of a month's salary, and two ACEs in the summer are compensated at two-thirds of a month's salary.

c. Departmental independent study/readings will be compensated at the rate of $65 per student credit hour.

d. Internship supervision will be compensated based on the ACEs specified in the faculty member's department workload equivalent document.

e. The separate travel stipend (Section 29.9) will be paid to all faculty commuting to teach off-campus courses.

 

Article 41: Compensable Fringe Benefits (Unit B)

Article 41.7. Sick Leave

41.7.m. Sick Leave Bank

An employee choosing to participate in the University's Sick Leave Bank may draw additional sick leave days under the terms and conditions of the University's Sick Leave Bank Policy as it exists at the time of ratification of this Agreement.

A UPI-appointed representative will be a member of the committee established to administer the program.

 

Article 43: Additional Compensation (Unit B)

43.5. Summer Session Salaries

A summer session assignment shall be compensated on the basis of the employee's monthly salary for May of the immediately preceding academic year. An employee shall receive one month's salary for each assignment of three (or four) academic credit equivalents (ACEs). One ACE in the summer is compensated at one-third of a month's salary, and two ACEs in the summer are compensated at two-thirds of a month's salary.

43.9. Overload

An Associate Faculty member who is assigned duties in excess of the maximum of the relevant academic credit equivalent (ACE) range specified in Article 32, shall be compensated for excess ACEs at the rate of $1000 per ACE.

43.10. Extension Teaching Compensation

Unit A compensation rates (Article 29.9) are applicable to Unit B employees teaching courses for which the compensation applies.

 

IN WITNESS WHEREOF, the parties hereto by their authorized representatives, have executed this Agreement on November 17, 2004 .
