WIU/UPI Settlement 2002-2003On January 28, 2003 , WIU and UPI will meet to reopen Articles 28, 29, 42, and 43. At the meeting, WIU will provide information regarding changes in state funding for FY2003; the University's FY2003 income fund based on enrollments; the amount of sick and vacation payouts in FY2002 and FY2003 to date; the cost of salaries of those who were terminated from the University during FY2002 and FY2003 to date; the cost of salaries of those employed during FY2002 and FY2003 to date; and other information that may be relevant to the institutional resources available to support salary increases. WIU and UPI agree to change the language in Articles 27.7.b (1), 27.7.b. (2), and 41.7.d from 300 work days to 360 work days, thus increasing the maximum number of sick days employees can accrue. Accrual beyond 300 days will begin September 1, 2002 . Beginning Fall Semester 2002, WIU and UPI agree to conduct a joint study of employee salaries with the purpose of identifying salary levels in relation to appropriate normative groups and institutional goals. Pursuant to Public Act 92-0599 and subsequently upon the employee's request, unused sick leave that can be used for sick leave buy-out will be paid at the current rate of earnings as part of earnings from the University during the period of up to two years of employment prior to retirement, subject to the 20% limitation and the guidelines set by SURS. The employee must submit an irrevocable “election to retire” prior to receiving this benefit. In the event that Act 92-0599 is repealed or amended, unused sick leave that can be used for sick leave buy-out will not be paid as part of earnings from the University during the period of up to two years of employment prior to retirement, unless a new agreement allowing such payment is negotiated by the University and UPI. Employees already receiving the benefit at the time of the repeal or amendment of Act 92-0599 will continue to do so. Unit ABasic Monthly Salary Effective September 1, 2002 , the Board will grant each eligible employee, under contract and in the bargaining unit during the 2001-2002 year, the same basic monthly salary the employee earned in 2001-2002. Promotion The Board will grant salary increases for promotion, effective September 1, 2002 in the amounts listed below: Assistant Professor $246/month Professional Achievement Award Eligible employees who have been granted a Professional Achievement Award during the 2001-02 academic year will receive a $149 per month increase effective September 1, 2002 . This award is intended to be distributed for the duration of the 2001-2005 agreement. Salary Minima Effective September 1, 2002 the University shall adjust the monthly salary of an employee whose salary is less than the applicable minimum. All minima adjustments under this contract shall be implemented before Professional Achievement Award increases and after all other increases have been awarded. The minimum monthly salaries shall be computed according to the following salary lanes for employees at each rank as of September 1, 2002 :
When calculating minima adjustments, an employee's PAA award(s) will be excluded from her or his salary. Unit BBasic Monthly Salary Effective September 1, 2002 , for Associate Faculty and July 1, 2002 , for Academic Support Professionals, the Board will grant each eligible employee, under contract and in the bargaining unit during the 2001-2002 year, the same basic monthly salary the employee earned in 2001-2002. Promotion Associate Faculty who have earned promotion to Senior Associate Faculty will be granted an increase of $50 per month. Associate Faculty who have earned promotion to Assistant Professor will be granted an increase of $50 per month. Salary Minima for Associate Faculty The following minimum monthly salary shall be paid to a full-time Associate Faculty member who, as of September 1, 2002 , possesses the specified degree or has the specified status/rank, and has completed the specified years of service in a professional position at the University as follows:
Salary Minima for Academic Support Professionals The minimum monthly salary shall be awarded to an employee who, as of July 1, 2002 , holds the specified degree, serves in a position designated by the appropriate University Vice President as a position requiring or preferring that specified degree , and is in the specified year of employment at the University in a professional position as follows:
