WIU Quad Cities Campus Parking

This overview of Parking Regulations does not take the place of the complete parking regulations (www.wiu.edu/parking/regs.php). These rules and regulations are enforced the entire year, including breaks between sessions.

A parking permit is required to park in the WIU-QC parking lot. Purchase of a parking permit does not guarantee a place to park. The responsibility of finding a legal parking space rests upon the vehicle operator.

Parking Permits

Riverfront and 60th Street buildings have parking lots for faculty, staff and students who purchase a hang tag. Student permits are $38 per year and are available for purchase at the 60th Street Building and Riverfront. Your WIU Parking Permit is also valid at the WIU-Macomb Campus Q-Lot and at Black Hawk College's student parking areas. Each location also has a campus shuttle.

Parking and Shuttle Services

Riverfront and 60th Street buildings have parking lots for faculty, staff and students who purchase a hang tag. Tags may be purchased at both locations. Each location also has a campus shuttle.

60th Street Park and Ride

A Metro Park and Ride Service is available for all WIU-QC students who park at Christ the King Church, 3205 60th Street, Moline. The Park and Ride is available from 2:45 pm - 9:30 pm Monday through Thursday during the Fall and Spring semesters when classes are in session.

Unlimited Ride Program

WIU has partnered with Metro to provide unlimited access to the entire Metro system with a WIU ID. Simply show the operator your WIU ID each time you board, and that’s it – no fare required. For more information on Metro routes and schedules, visit www.gogreenmetro.com or stop by the Metro Kiosk located in the lobby of the Riverfront Campus.

The Connect

Take the Connect to coffee shops, dining, and entertainment in Downtown Moline, or make connections to other Metro routes at Centre Station. The service operates from 10:45 am – 9:15 pm Monday through Friday and will make a stop at WIU’s overage lot on River Drive (in front of the Philadelphia Belle) during each trip. Below are estimated time points and a map of the Route:

  • :15 - Centre Station
  • :20 and :35 - Continuous trips between WIU RFC building and Philadelphia Belle Parking Lot
  • :35 - Last stop at WIU before returning to Centre Station
  • :45 - Centre Station
  • :50 and :05 - Continuous trips between WIU RFC building and Philadelphia Belle Parking Lot
  • :05 - Last stop at WIU before returning to Centre Station
  • :15 - Centre Station

*Please note: Service is provided to 5th Avenue from 15th-17th Streets on a demand response basis. Please notify your driver upon boarding, and provide an estimated pick-up time for your return trip.

Individuals who own, possess, or operate a vehicle on campus are responsible for complying with parking regulations; ignorance thereof is not a valid defense for failure to observe any of the regulations, nor does it absolve violators from any penalties.

PERMITS/HANGTAGS can be purchased at the WIU-QC campus by visiting the information desk located outside of Room 240 in the 2nd floor Student Services area. Permit fees for the 2011-2012 academic year are $36 for students and $78 for faculty and staff.

  • Permits must be displayed at all times to the registered vehicle.
  • Permits may not be transferred, loaned, traded or sold from one person to another. Any license plate change must be reported to the WIU Quad Cities campus.
  • Permits are valid at both the Quad Cities and Macomb campuses. Employees and students may purchase only one hangtag.

MOTORCYCLES must be registered and are permitted to park only within posted motorcycle areas. This is a 24-hour restriction. Motorcycle permits are $20 for the year.

STOLEN/LOST HANGTAG requires notifying the WIU Quad Cities campus prior to purchasing a new hangtag at the full current fee.

VISITORS may obtain visitor permits at the 2nd-floor reception desk.

HANDICAPPED SPACES are reserved for state authorized handicapped vehicles that display a state handicapped license plate or permit. Students and faculty/staff are required to obtain a current annual permit. Violators are subject to ticketing and having the vehicle towed at the owner’s expense.

APPEALS may be submitted within seven calendar days from the date of the ticket. Appeal forms are available at the WIU Quad Cities campus 2nd floor information desk. If an appeal is denied, a second written appeal may be submitted within ten calendar days from the review date.

PARKING SPACES are identified by white lines. All other areas are considered no parking zones. The fact that other vehicles are parked improperly shall not constitute a valid reason for parking with any part of the vehicle on or over the line, in a “no parking” zone, on the grass, etc.

The following violations will be enforced:

  • No WIU Permit: $22
  • Restricted Parking/Permit not valid in lot: $20
  • Improper Parking: $3
  • No Parking Zone/Undesignated Parking: $30
  • Fire Access Area (plus any tow charges): $50
  • Tow-able Violation, issued in addition to Parking Violation: $20
  • Reserved Space/Lot: $35
  • Handicapped Space (plus any tow charges): $100
  • Overtime Meter: $5
  • Subsequent Meter Violation: $8
  • Improper/Failure to Display Permit: $3
  • Failure to Register a Substitute Vehicle: $3

Expanded Facilities Parking Guidelines

Figge Art Museum (225 West Second St., Davenport, IA 52801):
The Figge Art Museum in downtown Davenport features a limited amount of on-site parking with an entrance off of 2nd Street. WIU-QC students attending classes at the Figge are welcome to park in this lot whenever space is available - a WIU-QC Parking Permit is not required. In addition, street parking is available on the streets east and west of the museum and there are several parking ramps nearby.   • Failure to Report License Change or Correction: $10
  • Transferring Any (windshield affixed) WIU Permit from One Family-Owned Vehicle to Another: $10
  • Transferring Any WIU Permit from One Individual to Another (sale, gift, loan): $25
  • Falsification of Registration Information: $50
  • Altering or Manufacturing of Any WIU Parking Permit/Hangtag: $50
  • Unauthorized Procurement, Possession, or Use of Any WIU Parking Permit/Hangtag: $50
  • Failure to Utilize Bicycle Parking Area: $3

Niabi Zoo Kohler Discovery Center (12908 Niabi Zoo Rd., Coal Valley, IL 61240):
WIU-QC students attending classes at the Kohler Discovery Center can park in the main Niabi Zoo parking lot just off of Niabi Zoo Road. No WIU-QC Parking Permit is required to park in this lot. Please contact the Niabi Zoo at (309)799-3482 for additional parking information.

Nahant Marsh Education Center (4220 Wapello Ave., Davenport, IA 52802):
WIU-QC students attending classes at the Nahant Marsh Education Center are welcome to park in the Nahant Marsh parking area without the use of a WIU-QC Parking Permit. Please contact the Nahant Marsh Education Center at (563)323-5196 for additional information.
