The Mission of STARNET
Illinois STARNET provides a variety of opportunities for personal and professional growth for those who touch the lives of young children, ages birth through eight, with an emphasis on children with special needs. STARNET supports family-centered, researched and effective practices in early childhood education and care. The June through September events calendar is now available.

This document, Educational Rights and Responsibilities: Understanding Special Education in Illinois July 2009, replaces the 2001 A Parents' Guide: The Educational Rights of Students with Disabilities. Often called 'The Blue Book', the old 2001 version is replaced with this 200 page large font version reflecting changes in Federal and State laws and regulations of 2004 and 2007.
