Hallinan to Head WIU's Annual Fund Drive

MACOMB, IL - - Tim Hallinan, who has been an active member of the Macomb community since the early 1990s, has been named director of the annual fund at Western Illinois University, effective July 1, according to Vice President for Advancement and Public Services Dan Hendricks.
Since November 2005, Hallinan has served as director of fund development for the Big Brothers Big Sisters (BBBS) of the Mississippi Valley, which serves 14 counties in Illinois and Iowa. He has been responsible for planning, coordinating and implementing a comprehensive fund development program for the region; developing and implementing the regional strategic plan; managing ongoing communications with individual and corporate donors; creating and directing a comprehensive stewardship plan for donors and program alumni; and coordinating the organization's fundraising events.
From October 2000 to November 2005, Hallinan was the executive director of BBBS of McDonough County. In that role he created a comprehensive volunteer training curriculum and recruited, trained and supported more than 600 volunteers in the agency's three mentoring programs; collaborated with the Macomb and Monmouth school districts in developing school-based mentoring programs; and initiated and implemented a comprehensive agency fundraising plan which generated $30,000–$35,000 annually. Hallinan also secured and administered more than $250,000 in state and federal grant funds.
"Tim is a well-proven leader, manager and fundraiser; and these skills will enable him to get the most out of our annual fund efforts," Hendricks said. "He will work well with our students as they assist us in our ongoing efforts to increase the University's annual giving. I look forward to having Tim on our development team."
Hallinan previously worked as an individual service and support advocate for the Western Illinois Service Coordination, Inc., for which he served as president (April 1996-September 2000), and he was a residential manager for Macomb's Bridgeway, Inc. (February
"This position offers two things I really enjoy: working with college students toward a common goal and raising necessary funds to support important initiatives," Hallinan said. "I look forward to working with our students in support of Western Illinois University's exceptional programs, facilities and services."
Included in his current community service activities are chair of the community advisory committee to the University of Illinois Extension Center; a human rights committee member for MOSAIC; and a member of the community advisory committee for Western Illinois University's American Humanics minor through the recreation, park and tourism administration department.
Hallinan also had a 20-year career with the Illinois National Guard, serving as squadron communications chief of the 106th Cavalry Squadron in Kewanee. He retired in November 2007 with the rank of sergeant first class. Hallinan was sent on several domestic relief missions during his tours, including Hurricane Katrina and the Flood of 1993 cleanup.
Hallinan earned his bachelor's degree (1995) in sociology with a minor in psychology at WIU.
The director of the annual fund is responsible for planning and designing strategies to conduct a comprehensive year-round annual giving campaign that currently raises more than $1.6 million annually, including directing all phone, mail, matching gifts and volunteer-led gift fundraising.
