MAJ Sam Mayer was commissioned in 1988 from Oregon Institute of Technology and earned a Bachelor’s degree in Criminology from Southern Oregon State University. In his military career he completed Infantry Officer basic and Advanced course, Civil Affairs Advances Course and Combined Arms Service Staff School. In his civilian career he completed the Oregon Departments Public Safety Standards and Training Basic Police Course and later years earned his Police Intermediate, Advanced and Supervision Certificates.
MAJ Mayer served in the Military for 29 years, serving 10 years with the Air Force and 19 years with the Army. During his ten-year with the Army, he served with the 104th Training Division (IT) headquartered out of Vancouver Barracks Vancouver Washington, and the 364th CA Brigade, Portland Oregon, and the 351 CA Command, Mountain View California.
MAJ Mayer’s last assignment while activated as part of Operation Iraqi Freedom – 2 (OIF-2), as a Civil Affairs Officer, worked for the Coalition Provisional Authority/Baghdad Central, later becoming the American Embassy for Iraq, as the Senior Advisor for the Facility Protection Service (FPS) in Baghdad Iraq. He supervised and mentored the Iraqi Chief of the FPS and his officers in the daily operations of the FPS. He worked with the Baghdad Mayor and Governor dealing with FPS issues. The FPS is a branch of Baghdad City Hall with 4500 employees and is responsible for guarding all city buildings and city infrastructure.
In his civilian career MAJ Mayer was a Sergeant at the Oregon State Penitentiary, a police officer, and the Chief of Police for two small police departments in Oregon, before returning to Iraq as an International Police Officer. He served as an International Police Officer for 2 years, where he was involved in the Training, advising and mentoring the Iraqi police.
