Policy on Administrative Officer Succession

Delegation of Temporary Authority in Emergencies:

From time to time, weather emergencies and unexpected crises will require a University response during the temporary absence or incapacity of the President and, perhaps, other senior officers of the University. While obviously more extensive than should ever be necessary, the following list provides guidance to University and civil officers for the order to delegation of authority during periods in which emergency action is advisable. In an emergency, the inability to contact an officer of the University despite reasonable efforts to do so is adequate justification for the exercise of authority by the next designated officer.

In order of preference, emergency situations will be brought to the attention of, and responded to by, the following officers:

Macomb Campus

  1. President
  2. Provost and Vice President for Academic Affairs
  3. Vice President for Administrative Services
  4. Vice President for Student Services
  5. Vice President for Advancement and Public Services
  6. Associate Provost and Academic Vice President for Budget, Planning, and Personnel
  7. Associate Vice President for Student Services - Student Life
  8. Assistant Vice President for Administrative Services

Quad Cities Campus

  1. Vice President for Quad Cities, Planning, and Technology
  2. Director, Instructional and Administrative Services
  3. Director, Office of Academic and Student Services
  4. Assistant Director, Admissions
  5. Director, Development
  6. Director, Quad Cities Marketing

Delegation of Authority Pending Appointment of a Successor:

In the event of the death, extended absence, termination, or resignation of the President, the Provost and Vice President for Academic Affairs will serve as the Acting President until the Board of Trustees determines otherwise. If the Provost is for any reason unavailable or indisposed, the acting presidency will be filled according to the list above, pending action to the contrary of the Board of Trustees.

In the event of the death, extended absence, termination, or resignation of a Vice President, the President will appoint a temporary replacement, pending completion of an appropriate search process. When vacancies occur among subordinate administrative officers, the President and the appropriate Vice President, or their designees, will address the organizational and staffing issues on an ad hoc basis.
