WIU Board of Trustees Approves FY'16 Spending Plan

MACOMB/MOLINE, IL -- The Western Illinois University Board of Trustees approved the University's FY'16 preliminary spending plan of $250.2 million at its meeting today (June 12).

The spending plan, an increase of approximately $2.2 million over the Fiscal Year 2015 All Funds Budget, is based on a decreased amount of state appropriations ($48.1 million, compared to $52.7 million for FY'15). The state appropriations level is based on the budget recently voted upon by the General Assembly, but not yet signed into law by the governor. The University's All Funds Operating Budget will be presented to the Board in October.

The Board approved the contract for the University copier program. Ricoh, USA, Inc. of Springfield, will provide departments on campus with multifunctional copiers for a five-year term at a cost of $800,000. Trustees approved a contract with Burlington Trailways for $401,500 (FY'17 renewal: $401,500) to provide motor coach services for WIU Intercollegiate Athletics, and approved contracts with Dell SecureWorks of Atlanta, GA at a cost of $309,000 for three years to provide IT security service (option to renew, $412,000 for two years); with Apogee of Austin, TX at a cost of $828,612 for five years (option to renew, $1.5 million for five years) for University residence hall satellite services; and with Durham School Services of Southfield, MI for $6 million to provide transit services from July 1, 2015 through June 30, 2020.

The WIU Board of Trustees approved the purchase of property at 915 W. Adams St., 921 W. Adams St., 337 N. Ward St. and 337 N. Sherman St., not to exceed $312,000 (plus related costs).

The Board approved a contract for President Jack Thomas. Due to the current budget situation, the Board voted to defer action on a salary increase for Thomas (current FY'15 salary, $265,224). Thomas noted that if a decision were made at a later date regarding a salary increase, he would return any increase to the University.

In other business, the Board approved positive tenure recommendations for 26 faculty members (see separate release), elected officers (see separate release) and making the campuses of Western Illinois University smoke-free effective July 1 as mandated by the Illinois Smoke-Free Campus Act.

The WIU Board of Trustees will hold a retreat July 9-10 in Macomb. The next regularly scheduled meeting will be held Oct. 2 on the WIU-Macomb campus.
