Former Professional Achievement Award (PAA) System

Memorandum of Understanding

Pursuant to Article 13.2. of UPI/WIU Agreement 2007-2011, this Memorandum of Understanding is established between UPI and WIU for the purpose of elaborating upon Article 20.14.d. of the Agreement, and the Grandfathered Language 2007-2011 document.

The new Department PAA Activities documents per the UPI/WIU Agreement 2007-2011 as approved shall become effective September 1, 2007, and Unit A faculty members may submit PAA Annual Points Record forms on or around September 1, 2008.

The former PAA system per the UPI/WIU Agreement 2001-2007 will remain in effect through the 2010-2011 evaluation year.  Faculty tenured prior to Fall 2007 will have the option of applying for either the old PAA (per the UPI/WIU Agreement 2001-2007 ) or the new PAA (per the UPI/WIU Agreement 2007-2011 ).  If one chooses to apply under the old PAA, it will be in the year one would have become eligible to apply for the old PAA.

For purpose of providing an Annual Report by tenured faculty, as required under Article 20.15, any eligible faculty member may begin submitting annual PAA Annual Points Record UPI/WIU Agreement 2007-2011 ), and thereafter continue accruing points only for the new PAA. forms under the new PAA system, commencing with the first round of submissions on or around September 1, 2008.* If the faculty member accumulates enough points under the new system to earn a PAA, prior to becoming eligible for an old PAA application, then the faculty member will receive the new PAA monetary award (Article 29.2 of

The following is the timetable for eligible faculty choosing to apply for the old PAA:

  • Those in Cycle C, which covers the years 2003-04 through 2006- 07, may apply for the old PAA in the 2007-08 academic year, per the timelines and procedures under that old system.**  Commencing with the 2008-09 academic year, these faculty may only apply for the new PAA.
  • Those in Cycle D, which covers the years 2004-05 through 2007- 08, may apply for the old PAA in the 2008-09 academic year, per the timelines and procedures under that old system.**  Commencing with the 2009-10 academic year, these faculty may only apply for a new cycle under the new PAA.
  • Those in Cycle A, which covers the years 2005-06 through 2008- 09, may apply for the old PAA in the 2009-10 academic year, per the timelines and procedures under that old system.**  Commencing with the 2010-11 academic year, these faculty may only apply for a new cycle under the new PAA.
  • Those in Cycle B, which covers the years 2006-07 through 2009- 10, may apply for the old PAA in the 2010-11 academic year, per the timelines and procedures under that old system.**  Commencing with the 2011-12 academic year, these faculty may only apply for a new cycle under the new PAA.

General Provisions for Faculty Opting to Apply for an Old PAA:

The Article 20.14.d. ( UPI/WIU Agreement 2007-2011 ) provision allowing Cycles A and B faculty to submit Scholarly/Professional Activities (from years prior to the start of Fall 2007) to the new PAA is not applicable to those faculty who choose the option of applying for the old PAA with those activities.

If a faculty member applies for the old PAA, activities under Teaching/Primary Duties and the second area chosen (Scholarly/Professional or Service) during the evaluation period will not be considered when applying for a new PAA in a subsequent year. However, eligible activities under the third un-used area of responsibility (including the Bonus section of the new PAA system, as appropriate), which were completed during the old PAA's four-year period and after the start of Fall 2007, may be applied toward the new PAA.

If a faculty member applies for an old PAA and is turned down, she/he shall not use the activities (under Teaching/Primary Duties and the second area chosen) submitted for an unsuccessful old PAA, when later applying for a new PAA. However, eligible activities under the third un-used area of responsibility (including the Bonus section of the new PAA system, as appropriate), which were completed during the old PAA's four-year period and after the start of Fall 2007, may be applied toward the new PAA.

 

* Eligible faculty members in Cycle A submitting annual PAA Annual Points Record forms under the new PAA system, commencing with the first round of submissions on or around September 1, 2008, are allowed to submit their activities conducted from 2005-2007 in the Scholarly/Professional Activities area (in addition to all activities in 2007-008 eligible under the new PAA), per UPI/WIU Agreement 2007-2011, Article 20.14.d. Eligible faculty members in Cycle B submitting annual PAA Annual Points Record forms under the new PAA system, commencing with the first round of submissions on or around September 1, 2008, are allowed to submit their activities conducted from 2006-2007 in the Scholarly/Professional Activities area (in addition to all activities in 2007-2008 eligible under the new PAA), per the UPI/WIU Agreement 2007-2011, Article 20.14.d.

** The old PAA system timelines and procedures are disclosed in Article 20.13 of the UPI/WIU Agreement 2001-2007. If application for an old PAA is desired, it will be the faculty member's responsibility to submit a portfolio with full documentation for teaching/primary duties and for one other area of evaluation (scholarly/professional activity or service) in accordance with the annual timelines for tenured/tenure-track faculty. Requirements for performance levels will continue to be the PAA Criteria established in the Department Criteria in effect during the 2007-08 academic year.
