Director of the Center for Technology, North Central Regional Educational Laboratory (NCREL), Naperville, IL

Responsible for all development and dissemination activities at the Center for Technology at one of the nation’s leading educational research laboratories for technology. Oversaw program associates, program specialists, administrative support staff, and interns in conducting research studies and development projects. Responsible for 20 federally funded activities and external technology evaluation projects. Oversaw an intensive site research study to develop online support for secondary mathematics teachers and to evaluate the impact on teachers and students. Served on committees to develop new “for-fee” products and services. Planned and prepared annual budgets. Supervised and hired all staff in the Center.

Program Director of Research, Central Regional Educational Laboratory, Naperville, IL

Was responsible for research in the technology signature area across multiple projects. Project manager for enGauge online assessment system, an educational technology knowledgebase development effort, the development of an educational Web portal site, and the development of educational metadata standards for NCREL. Project manager for a cross-disciplinary team to produce professional development materials for teaching conceptual understanding in the science and mathematics curriculum. Developed and presented a model for evaluating interactivity and communication in computer modeling and online instruction. Prior to being Program Director, worked as Program Associate from 8/2000 to 10/2000. In that role, designed a database for a Web site on technology professional development and helped develop content for the site. Also, developed content for another technology integration Web site.

National Education and Training Group (NETg), Naperville, IL

Originally hired as Instructional design Researcher, promoted to Instructional Research Manager (2/1999). Primary responsibility was envisioning future direction of instructional products and making them more effective and appealing. Developed innovated approaches for evaluating instructional effectiveness and interactivity of computer-based technology. Determined effectiveness of instructional products using comparative field tests. Worked with Marketing to assess future market needs and analyze subsequent impact of NETg product. Supervised external research on return-on-investment for training. Developed meta-data tags for instructional units. Trained sales staff and client population on the use of instructional design and NETg proprietary technologies.

Director, International Network for Science and Technology Education Programs, Utah State University, Logan, UT

Originally hired as Instructional Designer, promoted to Associate Director, and promoted again to Director (12/1997). Responsible for development and delivery of a new, innovative, experiential science and technology program for the public schools. Coordinated instructional development and evaluation of educational hands-on modules. Developed training videos for in-service teachers throughout the Rocky Mountain region. Developed and taught graduate and undergraduate education courses. Orchestrated fundraising efforts, program and product sales, and delivery of graduate and undergraduate credit courses associated with the center. Senior liaison to the Dean of Engineering, all engineering department heads, all other Utah State University (USU) administrators, the State Office for Education and Higher Education and system administrators, school districts and principals, governors, federal and state agencies, and all associated and collaborating agencies. Set program and budgetary goals. Supervised staff development, hiring, termination, training, budgeting, spending, equipment acquisition, and program evaluation. Evaluated staff and recommended advancement and salary increases. Identified funding sources and directed proposal preparing and submission. Proposal development included securing a grant for $165,000 from the Utah State Legislature. Wrote successful proposals to corporate sponsors. Directed efforts to development School-to-Careers instructional modules for elementary schools for Junior Engineering State. Also served on two Utah State Office of Education committees to development School-to-Careers learning activities for K-6 and 7-8.

Partner, National Technologies, Inc.

Managing a consulting firm for ten years. Was responsible for writing proposals, making new business contacts, and hiring subcontractors and employees. Proposed timelines and made sure that projects were completed within timelines and within budget. Developed an educational software program for monitoring reading progress. Responsibilities included conducting a program evaluation of integrated learning systems in public education (K-6) and their impact on instruction, developing study support and Internet-based materials for a distance education course in college anatomy, and evaluating distance education courses (EDNET) in anatomy/physiology at the university level. Assisted in modification of EDNET courses to include cooperative learning strategies. Performed computer consulting services. Conducted and evaluated focus groups in engineering and education settings. Developed training manuals including computers illustrations. Scripted and produced a nationally distributed promotional video.

Developed websites for agricultural economic courses for different universities.

Technical Writer/Systems Analyst

At Thiokol Space Operations, designed, wrote, and did layout of training manuals for a MRPII (manufacturing resource planning) system that was being implemented. After three months shifts to systems analysis. Responsible for documentation and analysis of the entire Computer Integrated Enterprise, which included all MRPII and shop floor functions, and configuration management. Performed systems analysis of the safety management system and developed the technical plan and project plan for implementation of an upgraded information system for safety management.

Manager of Technical Communications, Omnidata International, Engineering Research and Development, Logan, UT

Originally hired as Technical Writer, promoted to Manager. Was part of Research and Development team and worked directly with hardware and software engineers. Responsible for design and development of user manuals. Produced training videos for sales staff. Supervised technical writers and illustrators. Coordinated the development of user interfaces and online help screens.

Test Development Coordinator, Houston Independent School District, Research and Assessment Department, Houston, TX.

Conducted content analysis of commercial achievement test as compared to district educational objectives. Worked on the development of criterion-referenced tests, including the writing and editing of item specifications, the writing of test items, the design of illustrations, the training of item writers, the construction of test forms, and the establishment of test item banks. Wrote programs to assist in test construction and data conversion. Responsible for the selection and procurement of microcomputer hardware and software for item bank development and management, computer graphics, forms construction, and statistical analysis. Designed and produced graphics for tests, covers, and public announcements.
