BOT Approves UPI Agreement

MACOMB, IL -- The Western Illinois University Board of Trustees voted for a memorandum of understanding with the University Professionals of Illinois (UPI) Local 4100 at its Dec. 13 Board meeting.

An agreement was reached on Oct. 23 and was ratified by the WIU UPI chapter Nov. 19. As part of the memorandum of understanding, WIU and the UPI Local 4100 agree that the 2010-2015 agreement be extended from May 31, 2014 through June 30, 2017. In addition, effective Fall 2014 (or July 1, 2014) for 12-month employees, the board will grant each eligible employee under contract and in the bargaining unit a salary increase of 2 percent for Fiscal Year 2015 [FY'16 - 2 percent, and FY'17 - 1 percent].

As part of the memorandum of understanding, WIU and the UPI Local 4100 agree that the 2010-2015 agreement be extended from May 31, 2014 through June 30, 2017.

The Board also approved a four-year continuous order, totaling $2.7 million, with Delta Controls Building Automation Systems to better control heating and cooling systems within buildings. The WIU Board of Trustees approved the creation of an Open Access to Research Task Force as part of the state's Open Access to Research Articles Act (OARAA), which was signed into law in August 2013 to "maximize the social and economic benefits of research to the public, the published research articles produced by faculty at public universities should be made as widely available as possible." WIU Dean of Libraries Michael Lorenzen has been selected as chair of Western's OARAA Task Force.

The Board also heard first readings regarding text changes to mandatory student fees, which would add a fine arts fee and facilities/life safety enhancement fee, and changes to termination with notice, which changes the terms required for notice.

The Board also heard updates on contributions, enrollment, retention and graduation, facility assessments, the campus master plan, long-term planning and concealed carry.

The next Board of Trustees meeting is March 28, 2014 at the WIU-Macomb campus.
