Human Resources Director Interviews Set

MACOMB/MOLINE, IL – Interviews for the Western Illinois University human resources director position will be held Nov. 5-6, Nov. 8-9 and Nov. 15-16.

Candidates include Cynthia Lotz, interim director of human resources, WIU (Nov. 6-7); Michelle Bugos, director of human resources and Title IX coordinator, Spoon River College (Nov. 8-9); and Richard Enyard, former chief human resources officer, Elgin Community College (Nov. 15-16). An open session with campus and community members will be held from 3-3:50 p.m. Nov. 6 (Lotz), Nov. 8 (Bugos) and Nov. 15 (Enyard) in the University Union Capitol Room and from 11 a.m.-noon Nov. 7 (Lotz), Nov. 9 (Bugos) and Nov. 16 (Enyard) in Riverfront Hall rooms 103/104 on the WIU-Quad Cities campus.

Lotz has served as interim director of human resources at WIU since August 2017. Previously, she was appointed as the associate director of human resources in November 2016, and had served as administrative clerk/business-administrative associate at WIU since January 2013. Lotz has also worked as the human resources coordinator (1995-2013) and as human resources assistant (1994-95). She has also worked as a word processing operator III in Institutional Research and Planning at WIU (1987-1989).

Lotz received her MBA and her bachelor's degree from WIU.

Bugos has served as director of human resources and Title IX coordinator at Spoon River College since 2004, and as an adjunct faculty member since 2007. Previously, she was a senior human resource generalist at Advanced Technology Services in Peoria from 2003-2004 and as the corporate human resources manager (2001-2003), human resources generalist (2001) and payroll accountant (1998-2001) for Rohn Industries in Peoria. Bugos has also worked as the office manager for Phillips & Associates Architects in Canton from 1991-1998.

Bugos received her master's degree from Western Governors University (Salt Lake City, UT) and her bachelor's degree from Upper Iowa University.

Enyard served as the chief human resources officer at Elgin Community College from 2015-2017. Previously, he was director of human resources and ADA coordinator at Eastern Illinois University from 2012-2015. Enyard has also served as the director of human resources at Stephens College (2010-2012), as chief HR consultant at RKE & Associates in Columbia, MO (2007-2012), as the director of human resources for the Missouri Department of Corrections in Jefferson City (1998-2007), coordinator of employee relations at Louisiana State University (1998), assistant to the vice provost for minority affairs and faculty development at University of Missouri-Columbia (1994-1997) and as the executive assistant to the vice president for academic affairs at Lincoln University (1992-1994).

Enyard received his doctoral, master's and bachelor's degrees from University of Missouri-Columbia.

The director of the human resources oversees the classification, compensation, diversity outreach, employee and labor relations, employment and examination of approximately 1,000 classified staff. Additionally, the director oversees the benefits and employee assistance program for approximately 1,800 faculty, staff and administrators. The director develops and modifies functions; serves as the designated employer representative to the State Universities Civil Service System and State Universities Retirement System; fosters relationships with external constituencies; ensures that WIU maintains compliance with appropriate federal and state statutes, laws and regulations; and provides expert advice consistently across all employee groups.
