MACOMB, IL - - Twelve Western Illinois University Reserve Officer's Training Corps (ROTC) cadets were commissioned second lieutenants in the U.S. Army during a May 9 ceremony on campus.

WIU's military science department, established in 1968, earned its second consecutive General Douglas MacArthur Award in December 2002 and received a top 20 ranking among all 270 U.S. Army Cadet Command programs nationwide.

The MacArthur Award, given jointly by the MacArthur Foundation and the commander of the United States Army Cadet Command, is presented annually to the top programs in each of Cadet Command's three regions. Western earned the award as the best large division program in the Second Region, headquartered at Ft. Knox, KY, which consists of 88 schools in 14-states. Western also earned the MacArthur Award in 1994.

The following individuals, listed by hometown, took the oath of office of a commissioned officer:

BEARDSTOWN - - Chad M. Stambaugh, an instructional technology and telecommunications major, received a reserve commission in Quartermaster Corps. He will attend his Quartermaster Corps Officer Basic Course at Fort Lee, VA at a later date. 2LT Stambaugh is the son of Dennis and Debbie Stambaugh of Beardstown. Pinning on his bars were his father and CPT John Nawoichyk from the WIU military science department.

BURLINGTON, IA -- Micah I. Baker, a law enforcement and justice administration major, received an active duty commission in Armor and was named the Colonel Leo W. Manning Outstanding ROTC Cadet at Western, which included a $1,000 stipend. Baker will attend Armor Officer Basic Course beginning June 9. 2LT Baker is the son of Shannon Baker and Rebecca Carkhuff. Pinning on his bars were his wife, Shanna Baker, and his oldest son, Griffin.

COLCHESTER - - Richard K. Mansir, an agriculture major, received an active duty commission in the Ordnance Corps. He will attend Ordnance Officer Basic Camp in Aberdeen Proving Ground, MD beginning June 1. 2LT Mansir is the son of Duane and Dale Mansir of Colchester, who pinned on his bars.

DECATUR - - Samuel T. Hartman, a law enforcement and justice administration major, received an active duty commission in Chemical Corps. He will attend his Chemical Corps Officer Basic Course beginning June 1 in Ft. Leonard Wood, MO. 2LT Hartman is the son of Robert and Kathleen Hartman of Decatur. Pinning on his bars was his wife, Valerie Hartman and his father.

DIXON - - Matthew M. Danler, a computer science major, received a reserve commission in Quartermaster Corps. He will attend his Quartermaster Corps Officer Basic Course at a later date. 2LT Danler is the son of Thomas and Darlene Danler of Dixon, who pinned on his bars.

EAST PEORIA - - Michael K. Kruse, a law enforcement and justice administration major, received an active duty commission in Military Intelligence. He will attend Military Intelligence Officer Basic Course in Ft. Huachucha beginning July 28, following an assignment with Camp Cadre at the Leaders Training Course at Fort Knox, KY from May 22 to July 9. 2LT Kruse is the son of Kenneth and Rhonda Kruse of East Peoria, who pinned on his bars.

GALVA - - Joan E. Hollein, a sociology major, received an active duty commission in Air Defense Artillery. She will attend Air Defense Artillery Officer Basic Course in Ft. Bliss, TX beginning June 8. 2LT Hollein is the daughter of LTC (R) William J. Hollein of Galva, who pinned on her bars.

KEWANEE - - Thomas F. Dura Jr., a recreation, park and tourism administration major, received a reserve commission in Air Defense Artillery. He will attend Air Defense Artillery Officer Basic Course at a later date. 2LT Dura is the son of Thomas F. Dura and Mary J. Rouse of Kewanee. Pinning on his bars were his father, his grandfather, Henry Pickett and his stepfather, SGM Richard Rouse.

MENDOTA - -Michael R. McCarty, a law enforcement and justice administration major, received an active duty commission in the Ordnance Corps. He will attend Ordnance Officer Basic Course at a later date. 2LT McCarty is the son of James and Cheryl McCarty of Mendota, who pinned on his bars.

QUINCY - - Jason E. Poyser, a law enforcement and justice administration major, received an active duty commission in the Chemical Corps. He will be assigned as Gold Bar Recruiter with the WIU ROTC Battalion until he departs to attend Chemical Corps Officer Basic Course beginning July 13. 2LT Poyser is the son of Gary and Kathi Poyser of Quincy. Pinning on his bars was his wife Stacy L. Schell-Poyser.

RIVERDALE - - Queschae B. Blue, a law enforcement and justice administration major, received a reserve duty commission in the Military Police Corps and will attend Military Police Officer Basic Course at a later date. Pinning on her bars were her father, Floyd Blue Jr., and her Godmother, Dorothy Bryant.

ROUND LAKE BEACH - - Scott M. Nelles, a Board of Trustees-Bachelor of Arts major, received a reserve commission in the Medical Service Corps. He will attend Medical Service Corps Officer Basic Course in Ft. Sam Houston, TX at a later date. 2LT Nelles is the son of Neil and Kathy Nelles of Round Lake Beach, who pinned on his bars.
