BOT Recommends FY'13 Budget

MACOMB, IL -- The Western Illinois University Board of Trustees recommended the Fiscal Year 2013 operating budget increase of $14.2 million at its Sept. 30 meeting in Macomb.

Western's current FY2012 appropriated budget is $127 million. The proposed budget includes an additional $5.7 million to support salary and cost increases; $1.5 million for deferred maintenance; $4.5 million for the operation and maintenance of the Quad Cities Riverfront Campus; $1 million for student financial aid; $750,000 for the healthcare professional education program; and $750,000 for the Bachelor of Science in Engineering program.

In addition, the board recommended a Fiscal Year 2013 capital budget request of $131 million to support campus utility infrastructure; WIU-QC Riverfront Campus Phase III construction; life safety and accessibility improvements; and planning for a WIU-Macomb Science Complex and for a WIU-Macomb Visual Arts Center. In addition, $8.4 million in capital renewal funds will be reviewed for critical deferred maintenance needs.

A collective bargaining agreement with University Professionals of Illinois (UPI) Local 4100 (Civil Service Unit B) was also approved by the board. An agreement was reached Aug. 11 for July 1, 2010 through June 30, 2015 for the unit, which represents approximately 47 employees.

The UPI (Civil Service Unit B) agreement will result in base salary increases of 0 percent in FY'11, 1 percent in FY'12, 2.5 percent in FY'13, 3.5 percent in FY'14 and 4 percent in FY'15.

The board voted to decommission the former Godfather's Building at 321 University Drive, which is owned by WIU. Auxiliary Facilities System (AFS) funds will finance the cost of the demolition.

The Board approved the following vendors:

Garbage and recycling services (five-year contract) - Waste Management Inc., $1.8 million;

Steam line renewal project - Laverdiere Construction of Macomb, general contractor, $340,900; Illinois Piping Corp of Peoria, mechanical contractor, $158,000; Johnson Contracting Co. of East Moline, plumbing contractor, $3,210; TEGCO, Inc. (dba Schaeffer Electric) of Peoria, electric contractor, $7,008; and

Corbin-Olson halls roof replacement - Bade Roofing of St. Louis, MO, $641,667.

The board also approved naming the WIU-QC Riverfront Campus Building One atrium the Al & Elaine Goldfarb Grand Atrium; approved the FY'12 all funds budget; and delegated approval to President Jack Thomas to approve the architect's design contract for repairing the Thompson Hall exterior, which will be funded through Auxiliary Facilities Systems and will not exceed $2.3 million.

In other business, the board heard the annual strategic plan update and the annual technology strategic plan update.
